Hi Taous :) The "oral clearance" question has been asked and answered here before ... see the first link below.
To me, "aclaramiento oral" would work fine. I find it on a large enough number of web sites in a google search to make me trust it. Below is one example sentence I've found.
As to your other question (to answer before a moderator comes along and removes this) I think you'll find the exact translation on the site below, which my second link will take you to (go to section E.5.2.)
