And that in turn is 400 tens or 4,000 units.

Entiendo que está pidiendo al alumno que explique o muestre cómo en el sistema decimal, 10 unidades menores forman un unidad mayor. Por ejemplo:
1 dam = 10 m
1 m = 10 dm
1 dm = 10 cm
etc
1 dam = 10 m
1 m = 10 dm
1 dm = 10 cm
etc
