Yo diría que sí...aunque:
SHORT CERTIFICATE – Legal document issued by the Surrogate’s Court to the Executor or Administrator of an estate that is used as proof of his/her authority to transfer or sell assets of the deceased.
Creo que en los Registros Civiles británicos se puede pedir uno completo o uno más breve. Supongo que depende de lo que autoridad pertinente requiera. Lo de full y short se emplea también para documentos civiles (partidas de nacimiento, defunción, certificado de matrimonio, etc.)

the full certificate. This is a copy of the entry in the birth register, giving all the recorded details
the short certificate. This only gives the child’s full name, sex, date and place of birth. It does not give the name and particulars of the mother or father. A short certificate is issued free of charge when a birth is first registered and is sufficient for most official purposes.

En Venezuela no existe este servicio, pero en algunos países, entre ellos España y el Reino Unido, el Registro Civil expide un extracto con los principales datos del registro de nacimiento de una persona. También los he visto de actas de matrimonio.
