"without delay of any issue" is not a single term; rather, "without delay" is one thing, and "of any issue" refers back to "inform"; in other words, the project lead agrees to inform the donor lead of any issue or event, etc, without delay.
You might prefer "inmediatamente"/"de inmediato" or "problema" for "without delay" and "issue", respectively.
