Jefe Adjunto de Registros y Certificaciones
We don't normally use "registrador", at least in our variety of Spanish, and as a cultural thing, whereas in English you usually find the name of the person in charge of the office [such as Registrar], in Spanish [in the Southern Cone variety, at least] we find the name of the division or department [such as Registros y Certificaciones].
