The recent events in Honduras are not isolated, but rather part of a conservative counterattack taking shape in Latin America. For some time, the right has been rebuilding in Latin America; hosting conferences, sharing experiences, refining their message, working with the media, and building ties with allies in the United States. This is not the lunatic rightwing fringe, but rather the mainstream right with powerful allies in the middle class that used to consider themselves center, but have been frightened by recent left electoral victories and the rise of social movements. With Obama in the White House and Clinton in the State Department they have now decided to act.

El lunático conservadurismo marginal (y decorativo)
Rightwing, como adjetivo, significaría varias cosas de significado parecido.

Me pareció que encajaba mejor para costruir la frase conservadurismo.
Fringe es mas complicado, encuentro dos significados y parece que los dos sirven

Parece que aquí habla, en tono despectivo, de una derecha algo fuera de la realidad (en contraposicion a la "mainstream right"), marginal, no principal central ni importante, pero llamativa, decorativa.
Creo que Fringe puede tener la connotación efectivamente, de llamativo, decorativo, pintoresco a la vaz que marginal. Pero es una apreciación onjetiva. Dejo a tu elección añadirle algún adjetivo en este sentido.
Seguro que hay otras formas de decir esto, pero sin duda esta es la mas exacta.
