The emphasis that in English is expressed by stressing the word "is" is conveyed in Spanish by adding the word "sí". Note also that as Fernando and Cecilia mentioned, "criminal" is a false cognate.

The phrase including the text inside the square brackets is the one that (in my opinion, of course), captures best the nuance carried by the "every" in the original, as opposed to the "all" which might have been used instead.
