Buy the/on the dip means to take advantage of a pullback, or temporarily lower prices, in order to purchase stocks or other investments in a market that is rising. A dip is a small move downward in prices that have been steadily rising. In other words, you wait until price goes a little down assuming it will go past your buying price.
