Hi all. I'm not able to understand the statement that is in all capitals (the others are for context purposes). What does "preparation and delivery of total damage" mean?

Definition of the assessment procedures, training, communication and plan activation
DEFINITION OF PROCEDURES FOR PREPARATION AND DELIVERY OF TOTAL DAMAGE
Definition of the verification procedures, recovery and operation by the total damage and partial failure

This is from a presentation on the process of developing in business continuity plan at a particular company, specifically from a slide in the presentation entitled Guidebook Development.

Any help understanding the idea and then translating it into Spanish (Latin American) would be much appreciated.
