La solución de Marian es también muy acertada, ya que si nos atenemos al contexto pude sonar algo forzado decir "desalentar capitales" o desalentar fondos", pues lo que se desalienta es más bien una acción o una iniciativa (y en ese caso la alternativa que propone Marian ("inversiones"), aun cuando no es la traducción exacta, sí se adapta al sentido de la oración."

Alberto, se me ocurre que tu problema es la palabra "monies" ...? Es el plural de money y se refiere a dineros, en este caso capital, como te han respondido otros colegas anteriormente.
