Laura, Xenia makes an interesting point. It seems "shelter" might refer to housing in this case; however, since the subject is accounting, does "shelter" refer to a tax shelter? The answer is critical for the correct translation. Please clarify. Thanks.

Por el contexto, creo que el tema trata de beneficios sociales. En este caso, "shelter" se refiere al refugio que se le da a personas que no tienen donde vivir y en algunos países el gobierno da cierta cantidad de dinero para que la persona sin techo logre conseguir un lugar donde quedarse. Otras veces, en vez de dar dinero, este costo por refugio se hace deducible de impuestos. Creo que éste es el caso. Espero que sea de ayuda!
