While, as in most other OECD member countries, line ministries cannot decide on the allocation of the budget envelope between payroll and other expenses, or on the number and types of posts in organisations, capital expenditures are allowed to be carried forward and carry-forward for current expenditure is allowed within limits. However, consideration should be given to expanding these responsibilities further to increase managerial flexibility.

normally the credits allocated by the budget for the current period have to be spent during the current period - exceptionally unspent funds can be "carried-forward" i.e. transferred to next budget / the next budget period.

In fact they did not. They derived from the fact that when allowable expenses are greater than the income, it equals to a loss that can only be offset against any profits that arise in future years/period.
