The Leasehold Reform Act 1967 (the 1967 Act) gives leasehold tenants of houses the right to buy the freehold. The right to compulsorily purchase the freehold (and any intermediate leasehold interest, e.g. head lease) is termed enfranchisement.

You could explain the reason for using "enfranchisement" literally as: "право дугорочног закупца некретнине да се ослободи ропства које му намеће власник некретнине" but without knowing the practical aspects of being a "leaseholder"in England it does sounds rather weird.
just to make it more fun, "leasehold" is a legal category that exists only in England, a kind of long term tenancy (закуп некретнине) usually for 125 years, but some leasehold are for 999 years!

What would be the point of a translation that only people who do not need the translation anyway could understand? Sounds to me that it would be defeating the point of the whole exercise?
"The right to compulsorily purchase the freehold is termed enfranchisement." - Pravo na prinudni otkup (bez pristanka vlasnika) se naziva davanje prava na otkup? A pri tom je isto navedeno i u prethodnoj rečenici.
The Leasehold Reform Act 1967 (the 1967 Act) gives leasehold tenants of houses the right to buy the freehold.
It's a right that didn't exist previously and was "given" to leaseholders by a new Law (after some heavy duty campaigning, it wasn't offered on a plate by freeholders ..., I remember the whole saga!)
So the closest to the ST is "давати / даје право ..." or from the viewpoint of the leaseholders "добити / добили право ..." or in a sentence "стекли право на откуп " ...
"Остваривање права" wouldn't be wrong, but could be ambiguous - I would rather use that for an existing right - for a situation where you have followed a required procedure and you have "realised your right to [whatever]" "остварити право на ..."
