base effect = effect on the value of some index due to the choice of base period or due to "out of normal" absolute values in the base period used for comparison.
Not sure if there is any usual translation, but this is the idea:
Ако поредите приносе у односу на сушну годину, изгледа као да су приноси огромно порасли, ако поредите са изузетно плодном годином, изгледа као да приноси назадују - то је утицај избора базног периода.

: Браво Даре, у праву си, али можда је то пре утицај "основног", "полазног" или "референтног" периода - уместо "...базног...".

If you take as "base" period (for which the index = 100) an exceptionally bad period, you are likely to show a "big progress" in the following periods - while in reality most of this "progress" is nothing more than "return to normal", and vice versa, if you take as "base period" an exceptionally good year or month, your figures are not going to look impressive, while in fact you are doing reasonably well. When done deliberately, this twisting of figures is one the reasons why statistics could be viewed as "the most truthful of all lies", or if done accidentally, it shows how tricky interpreting statistics can be.
