- предварительное извещение о действиях, которые будут предприняты против гражданина.
Так ведь из первоначального контекста не было ясно, что речь идет о военных, из всех вариантов просто этот больше всех напрашивался. В любом случае спасибо за ваше подробное объяснение и потраченное время.
