English to Russian Other Food & Drink quality control

[COMPANY], hereby to inform that in the countries of European Union those products ([PRODUCT NAMES]) are manufactured in accordance with the rules and standards of Good Manufacturing Practices and Quality control in accordance with the regulations (EC) №178/2002 of January 28th 2002, and (EC) №852/2004 of April 29th 2004 adopted a declarative form of registration of food products, including food supplements without obtaining any registration documents.

Предположила, что часть «adopted a declarative form of registration» относится к Regulations (EC) — т.е. что этими регламентами устанавливается декларативный (упрощенный) порядок регистрации БАДов. НО в этих регламентах, насколько я вижу, не идет речи про упрощение процедур регистрации.
