This communication is based on the study of the High-level Group on Industrial Relations and Change, which submitted its report to the Commission in February 2002, and also on the joint contribution submitted by the social partners for the Laeken social summit. In this document, the Commission summarises progress made in the field of social dialogue since the entry into force of the Amsterdam Treaty and considers various actions including: promoting and improving the contribution of the social dialogue to better European governance through improved consultation, closer links at different levels, transparency in dialogue and improved representativeness; organising concertation within a new, single forum (the social summit for growth and employment) in order to enable the social partners to contribute in an integrated manner to the various components of the Lisbon strategy; supporting the social partners in the development of independent social dialogue, in particular by extending and enhancing the scope of their dialogue and by increasing their involvement in the open coordination method; preparing for enlargement by increasing the capacity of the social partners in the candidate countries to fulfil their role and by developing the role of social dialogue in the pre-accession strategy; enhancing the international dimension of social dialogue.
Although Switzerland is now primarily concerned with bringing the bilateralaccords into effect, this should not prevent us from thinking about the future ofour relations with an integrated Europe. Europe will increasingly become apractical necessity for Switzerland because the European Union hasprogressively replaced bilateral relations between its members withmultilateral concertation.
