certify could be translated as the following: ADEVERI, CERTIFICA, LEGALIZA, ATESTA, AUTENTIFICA. All thiese words work in our case except "legaliza", it depends in which contest you are using it in. I would use "certificare" because is closer to our english word.
manager could be translated in romanian in different words such as: conducător, director, administrator, şef, gospodar, gospodină, manager, impresar, procurist, gerant. Since the romanian word manager is very similar to the english word we are looking at we will choose manager.
Product is translated into the word produs (for plural produse)
So our translation would be "managerul de certificare a produselor"

In this case your translation would be more like \"directorul(managerul) de legalizare a produselor\". I would really need to know in whcih context you are using this to be able to fully translated.
