I haven't heard this expression, we would need more context to verify, but it seems to be coloquial, once it is so redudant. Anyway, that's my suggestion.
NOTE: I think Joao Bruno wanted to type "talked" instead of "talke", would I be right?

I know that \"cock of the walk\" means \"conceited\", but \"walk the walk\" is not the same. In oral speech, if the \"the\" is stressed, then my interpretatin is right. If it is not stressed, then Sormane interpretation is right.
