Although Competitive Bidding is not required for Procurement Activity that is below the Threshold, there are situations in which bidding is advantageous to identify alternative sources and introduce competition.
If a market has not been assigned to a specific Tier, the lowest Tier will be deemed to apply to it. In some situations, you may be able to proceed to purchase without a competitive bidding process, even when the purchase exceeds the market threshold. These are called Exemptions.

Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.

When deciding between easy and pro, err on the side of pro. Most questions will be pro.

* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.
