There are actually two forms of this word: flagsigns and flag signs.
Flagsigns are actual flags with symbols or letters on them, to convey a sort of code to others. Eg: used in by the shipping or naval community.

Flag signs, on the other hand, are really signboards, usually posted above head level so that people can see them easily. The type you can find in the airport, or in this case, in malls.

Actually, A-MMI has got the idea right. Flagsigns are used like 'papan tanda', displayed clearly for everyone to see. They're very eye-catching and aim to highlight products and attract buyers. So, in a sense, they do give out 'signals' or 'messages'.
In my experience working with advert and PR agencies, I've come across these terms being used:
1.paparan
2.papan iklan
3.papan tanda iklan
4.papan pameran
It's subjective, really.
