制御する

Manageとは管理するという意味で、例えば
I managed to find my pen. のように、ペンを探す事を遂行できた、〜できたのような意味合いも含みます。
この場合はどちらかというと制御するという意味合いに近いのではないでしょうか。

管理・制御・入出力処理する

God, how I hate that Japanese-like "can" in the English. Like who else is going to do it?

This "manage" covers a lot of bidirectional ground: processing keyboard make and break interrupts (input), lighting LEDs (output), tracking shift and insert states...

Of course, if you want typically verbose Japanese, by all means, do not forget to change my する to the normal misleading and contrafactual できます.

here i think the manage of the keyboard is the handeling of the keyboard scan and the host keyboard interface. if the term is use as the handeling here then the translation must be the above one.

I would just rephrase it as above.
It basically means to manage, handle and control which is relected by 'manage/管理'.

I have never come across a management title like 'manage, control, handle, solve-problem, budget, plan-capable head person' as somebody seems to suggest is better. Similarly, 'manage' or '管理' alone would do.
