Not sure where this High Court is: possibly London or Manchester vs. a USA Fed. State Court or the Scottish High Court of Justiciary.

Otherwise, such applications and notices to proceed with an administrative / tax etc. action are granted on 'leave' - now known since 1998 (Lord Woolf's Civil Justice reforms) as permission in civil cases in England & Wales (E&W) - when a writ is out-of-time, namely had been sealed by the court = issued but failing to be served '(notified') on (a) defendant(s) within 12 months: context.reverso.net/traduzione/spagnolo-italiano/extemporánea
