It seems to indicate that there is a daily (per diem) allowance given to the user of the services. Who that might be or which services are used might be deducted from the rest of the text.
I would exclude a type of severance pay given the common use of per diem.
Given the fact that it is a balance sheet might infer a list of expenses of the per diem category which often include more than just food and lodging. For example internet connections, phone calls, laundry, etc. All of these are, in effect, services provided to the user.

SIA Could it be a Severance indemnity allowance? TFR, trattamento di fine rapporto.
But is it an allowance? I haven't found many occurrences. Normally only Severance indemnity. I did find a CGIL page with the TFR given per day. But my confidence level is so low that I am posting this a discussion. :-)
I even thought of Survivor Indemnity Allowance. But for a User? I don't know. I find it unconvincing.
More info on the rest of the balance sheet could help shed light. Ciao.

The sentence would read "User Services Include An Allowance (per diem).
Of all the SIA acronym I found on line it seems to be the more befitting.
