Reference:

in specie = in kind?

it seems that the author is using 2 terms to say the same thing, as according to investopedia.com, "Payment-in-kind" means the use of a good or service as payment instead of cash, while "In specie" "is a phrase describing the distribution of an asset in its present form, rather than selling it and distributing the cash proceeds".
