12. In some Member States, agreements have been concluded, or are being planned, which promote long term partnerships between customers and energy suppliers. These initiatives are of different types: risk-sharing between industrial consumers and electricity operators (Belgium), partnerships between consumers and generators valuing a secondary fuel such as steelworks gas (France) or a consortium of industrials purchasing base load risk-free ribbons of electricity (France). Furthermore, in Finland a co-operative of industrial electricity consumers finances and runs power plants.
