However, I found the phrase in the Oxford English Reference Dictionary and the Chambers Dictionary and on the basis of the meaning given there and the other reference material available with me I have posted my answer.

Thank you. I mistook the term for the popular CAT tool which is a brand name because you asked not to provide the transliteration of the term. Incidentally, this phrase is not given in the small French-English English-French Dictionary available with me.

No, it is not a brand name but it is a phrase. People do use it as a name to their product e.g. a hollywood movie of Denzel Washington.

Since, it is a proper noun, you have no choice but to transliterate it. It is a product's brand name which may or may not have a meaning. Even if a brand name has a meaning, one should not translate it into English or any other language.
