Raise awareness about the pursue of common good and improve civil rights awareness.
Positive outlook to interactive participation with emphasis also placed on traditional and personal communication channels.
Introduction to ICT due to high ICT illiteracy among residents, particularly the elderly.
A module based around *capacity building and participation skills* should be included.
