The term learning here is understood broadly, to include informal learning as well as more formally organised courses, and whether the learning takes place in workplaces, learning centres or homes. However, the way in which technology is used is understood narrowly, in the sense that KEEENAP’s programmes are strictly e-learning programmes, with the exception of only a few (i.e. blended learning). The former type of programmes are ***course-based e-learning***, where ICT is used to support learning as part of a conventionally conceived time-delimited course. In addition, there appears to be a growing conviction that blended learning, which combines face-to-face and online phases, is more effective.
