Accounts defintely refers to customers, clients, not to accounts in the bookkeeping sense.
In Germany there is no difference between a President and a Vice-President; in a commercial company these titles usually do not excist. The only idferentiation azvailable there is between the Geschäftsführer and a Prokurist.

Most english terms migrate into the german language because people are unable to translate them. The german term global in 99% of all cases is equivalent with allumfassend (overall, comprehensive) and has nothing to do with international marketing. I agree with the above that accounts are Kunden, but globale Kunden is wrong. It seems the source text is differentiating foreign from domestic customers or accounts in the marketing sector of a company.

"Vice president" is a very generic term meaning something like top manager. The German equivalent would be the equally generic "Leiter." Since we don't know what type of global accounts (financial or client accounts), I suggest the broad term "Auslandsabteilung."
