Very soon she had a stroke of exceptional luck. In the ballot for Private Members' Bills, she came third. Her maiden speech, therefore, would introduce her very own piece of legislation, on the subject on which she had been weaned, local government. Her bill would reinforce the right of the press to cover council meetings.
