Langenscheidt Wirtschaft (see above)
Großer Eichborn: in ungenügender (nicht hinreichender) Menge verladen, unverladen geblieben (the second one is really strange)
Schäfer: Minderlieferung (short shipment)
Interesting that both logistics dictionaries don't mention the term at all.
