Hi Jérôme,
I actually read this differently. To me, the sentence says that a customer can order a taxi either by calling the company or by speaking to a driver in a taxi (who presumably orders another taxi on the customer's behalf). The sentence does not imply that the customer hails a taxi on the street and then steps into it.

cela veut dire que durant les heures libres (peut etre le taxi a t-il des voyages reguliers pendant une partie du temps) le taxi peut etre reserve / appele directement en passant par le central de reservations (cab exchange) ou alors il peut etre hele directement dans la rue.

Les trajets pendant le temps libre commandés directement de par la cabine de taxi d´échange ou de la cabine de taxi pourraient être levées dans la rue. Ce qui signifie que toutes les commandes de trajets de taxi faites au conducteur ( passez me prendre chez moi à vingt heures, svp ) et pas en téléphonant à l´agence devraient être marquées uniquement dans la rue, le client ayant pour charge de choper ou intercépter son taxi à vingt heure, dans la rue. Ne pas oubler que le taxi est un moyen de locomotion très utilisé aux USA.
