: C'est une procédure qui n'est utilisée que par les USCG (navires en provenance d'Iran, Yemen, Irak.... mais j'avais chargé en Algerie et le navire n'avait pas été déclaré HIV) et qui n'a pas d'équivalent en France ou en Europe..

Qu'est-ce que vous en pensez?? Cela couvrirait les navires potentiellement dangereux et aussi ceux qui ont besoin d'une protection particuliere pour x raisons...

Peut-être que le sens s'est élargi depuis l'introduction du programme HIV, ce qui expliquerait les contradictions apparentes ?
Un bateau qui est pris pour cible peut lui aussi représenter une menace pour la sécurité, me semble-t-il?

Sur le site de l'Homeland Security, on apprend que le programme "HIV" a été lancé après le 9/11.
Il s'agit de tout navire présentant un risque pour la sécurité des USA.
