I think it refers to a locker used for hainging up wet oilskins etc., where they can drip and dry.

I'm not entirely sure of the FR term, but certainly 'penderie' is used a lot, and I've seen the reference to 'cires'... but I'm not too sure if the two are used together like this...?

neutral Tony M : Fairly unlikely, I think; except in the archaic expressions 'water-/earth-closet', I think today 'closet' is only used [AE] for 'cupboard' [BE], and 'wet' definitely suggests it is a cupboard for wet things...
