"inward citations" is a slightly unusual term and I think they are probably referring to forward and backward citations here.
Here are some definitions in English:
the number of citations in subsequent patents (forward citations)
the number of existing patents cited in the application (backward citations)

Take US 4,980,355, “Compositions for protecting plants against disease,” as an example, which has 16 FamPat family members. A search in MicroPatent, a service without family-based citation search features, revealed that individually, US 4,980,335 had cited 4 documents (backward citations), and has subsequently appeared as a cited document by 8 additional patent references (forward citations), for 12 total citations.

citations au dépôt de la demande et à terme
Il s'agit des "citations à brevets" qui proviennent i) du déposant lors du dépôt de la demande, ii) de la procédure de recherche et de la procédure d'examen lors de la recherche d'antériorité de la demande, iii) de l'observation des tiers (concurrents) après publication de la demande, iv) d'une procédure d'opposition après délivrance du brevet. Il existe une procédure propre à l'OEB caractérisant le type de citations émises par l'examinateur et l'inventeur.

: C'était également mon idée mais je trouve qu'il y a trop peu de contexte. Raison pour laquelle c'est un neutre mais qui penche plus vers l'accord que le désaccord. ;-)
