j'ai déjà rencontré ce terme dans quelques textes anglais rédigés par des allemands et où puffer était le terme allemand pour "buffer" en anglais ... est-ce que ça pourrait être cela ?

Il s'agit bien d'une entreprise allemande, au vu de certaines tournures, �a semble �tre traduit de l'allemand vers l'anglais...
