Not quite sure exactly what they are meaning by 'lustrous' here, it would probably help for you to see an example of the actual type of product...
I can't see exactly why making the design 'lustrous' would in any way encourgae the cat to scratch that particular part instead of any other — I don't think cats are nearly so gullible as their owners!
You may also need to consider that this might be non-native EN, and that the meaning is in fact not accurate; for example, if the writer's EN was not perfect, they might just mean 'smooth' instead of 'rough'...
