There was some discussion regarding the role of the committee in creating indicators.
While, best practices, caution against using a committee to develop indicators, the committee could be involved at some point or in their respective roles as program officials.
The committee appreciated the discussion.

How to tell the difference between "easy" and "pro" questions:
An easy question is one that any bilingual person would be able to answer correctly. (Or in the case of monolingual questions, an easy question is one that any native speaker of the language would be able to answer correctly.)
A pro question is anything else... in other words, any question that requires knowledge or skills that are specialized (even slightly).
Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.
When deciding between easy and pro, err on the side of pro. Most questions will be pro.
* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

"tandis que" is fine also. "Bien que" also requires a subjunctive and one tends to avoid subjunctives in meeting minutes, if possible

Here, the sense is rather 'even though' or 'although' or 'despite the fact that', and I feel this idea is best conveyed here by 'bien que...'

Interesting comments about 'although' (and yes, aware of the subjunctive issue, I had also considered 'même si...', which to me always conveys 'even though' = 'although' — I would never say 'although' implies any conflict
Cf.: "I like chicken, although / even though I also like beef" — no specific contrast implied.
"My wife prefers lamb, while I prefer beef" — contrast emphasized
