I just wanted to note that here it is the 'prescriptive' use of 'shall' — had it been a true future tense, it ought to have been 'will' (3rd person singular).
I most often see this rendered in FR by the simple present.

: Devra prendre en charge is perfect. I think you are the closest "Chaque soumissionnaire (it's a call to tenders, right?) devra prendre en charge les frais de sa participation aux réunions du comité"

Thanks, Agnes! I don't think it is actually a call for tenders, Asker has put 'Memorandum of Understanding'; but that needn't change this bit ;-)
