We have suggested that age should be eliminated where it was not (or no longer) connected to the objective of the law, where it was discriminatory, and where other criteria could better address the problem. For example, evaluations of job performance could replace mandatory retirement, while some income security programs might be based on financial need.

While dans ce contexte me fait hésiter. J'ai mis "alors que" mais je ne suis pas certaine. Qu'en pensez vous?
