C'est ma suggestion justement d'après l'allégorie bien évidente qu'il y a dans les Termes-sources car on comprend très bien qu'il s'agit d'un petit groupe de renforcement qui fait tout son possible pour que l'objectif d'un travail soit effectif et évolutif. On pourrait bien dire aussi que cela va prendre le sens entrepreneurial du bien-connu think tank.

Or in the bureaucratic jargon "a supporting framework" - some kind of external intervention that helps or keeps alive some activity. Like the "green energy sector" that would collapse without external help.
En français, on emploie souvent des expressions comme "leviers de croissance" et "vecteurs de croissance" (éléments générateurs de croissance). On rencontre aussi l'expression miner/saper/ébranler les fondements de [suivi d'un nom abstrait].
Il importe de savoir à quoi renvoient ces "growth trusses" dans le document, pour élucider le mystère...

Le cas échéant, vous auriez des "fiducies de croissance" en français (et non des "trusts de croissance", le terme "trust" n'ayant pas le sens souhaitable dans ce contexte).

(Investment) trust would make more sense than the technical definition of truss.
