The word phase is closely connected to the idea of alternative current and voltage. It defines the angle between sinusoidal voltage and current.
Hot refers to any conductor connected with an electrical system that has electric potential relative to electrical ground or neutral. The possibility of direct current and voltage can not be excluded.
As fil de phase refers to alternatice current only, I would prefer conducteur sous tension.
