exception

another meaning

A term, when used by legislators and lobbyists, that refers to an exception made for anything in a piece of legislation. For example a law forbids people younger than 16 from driving cars. However there is an exception or "carve-out" for rural areas that allows limited driving by people younger than 16 for the purposes of farming. Generally, a carve-out is a tool for adjusting a law to allow it to function appropriately.

Carve-in/Carve-out - term used by negotiators to refer to areas subject to the agreement and those excluded. Carve-out is equivalent to a general exception except for any expressly provided measure. Taxation is carved-out except for expropriation by taxation.
