Underwriting agencies act on behalf of insurers, to underwrite insurance. This means that typically they
assess the risk involved in providing insurance to a particular entity and the basis on which insurance
may be provided. They may either have authority from the insurer to sign a contract of insurance on
behalf of the insurer with that entity (that is, they have authority to bind cover) or they prepare an
assessment of the risk for the insurer and suggest on what terms and for what price the insurance cover
should be made available. The relevant insurer provides the insurance to the insured.

Underwriting Agencies are regulated by ASIC and have AFS licenses.

2.2 Underwriting agencies usually operate in specialised classes of insurance, where insurers themselves do
not have the resources to underwrite risks in those fields. They represent additional capacity, through
the insurer on whose behalf they act, in insurance areas such as property, liability, health and accident
and transport, as well as niche areas.
