The first one reflects the meaning from medical point of view, which should be more close to your source English.
The 2nd one is an abusive term, saying somebody silly or stupid.

精神錯亂

This is a social and legal term rather than a medical one. Although it is more or less synonymous with mental illness or psychosis, it also connotes the condition of temporary mental disorderness whereas illness is a condition which may take relatively long time to cure or may even be incurable. The word "mental" is actually redundant and can be ignored.
