I believe this relates to Pampers' "Sleep Like a Baby" Campaign.
The purpose of this campaign is to let visitors experience how a baby uses sleep to rest and learn, seeing, feeling and hearing the process for themselves.
The term "sleep/development equity", I believe, may be an index to evaluate the degree of a babay's balance of sleep and development.

In fact, the term "equity" may also mean "平等". But I cannot associate "平等" with "sleep and development".
On the other hand, for "health/development equity" (as shown below), "平等" may be used.

: In this context, could it possibly mean "发育“instead of "发展“？ However, I would not stick to "发育" if "发展" means **grow gradually or become mature** in Lao's Chinese speaking community.

: Perhaps your Chinese is a little different from ours. Here (Mainland) "发育“ should be definitely used instead in this context. Thank you! As I might know Developmental biology is also called “發育生物學” in Taiwan. :)

I incorporated your suggestion into my answer. Thanks! I would say "兒童發展" for "child development" instead of ""兒童發育". A baby's sleep stages is considered a baby's developmental phase. So, "发展“ is used instead.
