What is meant by [State] in the context below?

This Intellectual Property Sale Agreement (the “Agreement” or this “Intellectual Property Sale Agreement”) is made and effective as of [DATE] (the “Effective Date”) by and between [NAME OF INTELLECTUAL PROPERTY SELLER], a [STATE] corporation, with a place of business at [ADDRESS] (individually and collectively referred to as the “Assignor”) and [NAME OF INTELLECTUAL PROPERTY BUYER], a [STATE] corporation, with a place of business at [ADDRESS] (the “Assignee”). The Assignor and the Assignee may be referred to individually as a “Party” or collectively as the “Parties.”

Does it refer to a corporation owned by the state or simply asking to write the name of the corporation?

Both terms are correct , just change ولاية to محافظة as per the country in which this agreement is going to be registered.

If is agreement template for an American company then you have to mention the name of state in which this company registered its business as an LLC, corporation, partnership, or nonprofit corporation.
In your case it is corporation not llc or partnership or nonprofit corporation.
corporation = مؤسسة او شركة
I think in Turkey it is province محافظة
