It's an agreement made between a Ministry and another public firm which is considered an affiliate. In this part it's talking about what constitutes the agreement. One of those would be the following:
Pursuant to the Project Steering Committee meeting held on......(date), Window.........dated........

So could it be referring to a session for example?

Now that you have explained it more, your suggestion of فترة cannot be used as it refers to a period if time. According to you, this looks like a date, i.e. a particular point in time rather than a period.

I sugest you use تاريخ التقديم or موعد التفديم or simply تقديم ... بتاريع

If you want to use the exact translation of the way it is written, then you may say فرصة تفديم ... بتاريخ

After some research and reading the rest of the manual, it seems that it refers to the "submission window", which has a deadline. The term 'submission window' isn't used, but it's mentioned that those firms have a first and a second opportunity to submit their proposals, and if endorsed, they shall be submitted to the PSC for approval. So what do you think would be better "دور التقديم" or "فترة التقديم" or is there a better suggestion?

I'm still at a loss. The best I can think of is it probably refers to a proposal dated ... as in the "Steering Committee meeting held on ... to discuss a proposal or a memorandum dated ..."

You be the judge as you have the rest of the document.

It looks wrong to me do you know whether the document was originally written in English or is it a translation. I am just wondering if it could be an error in translation

Two things come to mind:

1. Is the word window spelled as you indicated, or does it appear as an acronym?

2. Can you give us a couple more sentences after this" meeting held on......(date), Window.........dated........"

I thought it was too. :)

It should be American English as the agreement is related to World Bank/IDA projects.

This is tough. I don't think it refers to a period/duration مدة because the date was repeated twice once the date of the meeting, and another the date of the window. So window must refer to an event. Can you tell which country/English language style this came from?
