Mr AhmedAMS is right in his comment that this person is not necessarily a language specialist! However, when I read the following paragraph:
" NAVAIR provides total life cycle support of all naval aviation weapon systems including research, design, development, and engineering; acquisition; test and evaluation; training facilities and equipment; repair and modification; and in-service engineering and logistics support. "
I found that the person's use of the word تقنيات is more faithful to the soul and spirit of the content of the previous paragraph.In addition, that center was previously called Naval Air Development Center. That means that the center was- for it ceased to exist- primarily concerned with the "technology" and "development" of naval air warfare rather than the "command", "defense" or "waging" of war.

Naval Air War Center = (at least in its "US Military English" rendition = components as follows

Center of the US Navy (hence "Naval" is used as a "service-peculiar" adjective) for Air Warfare

Markaz al-Bahriya (Al-Amrikiya) lilHarb al-jowiya

مركز البحرية (الامريكية) للحرب الجوية

البحرية = القوات البحرية

Alternatively (but less precisely): al-markaz al-baHrii (al-amrikii) lilHarb al-jowiya

المركز البحري (الامريكي) للحرب الجوية
